Grand jury indicts 2 women in animal cruelty cases

Two persons were indicted Monday by a Franklin County grand jury on multiple animal cruelty charges in separate cases.

Melissa Lynne Jarels was indicted on 18 animal cruelty counts involving nine dogs.

Jarels is charged with nine counts of failing to provide a companion animal, for which she was the owner, with adequate care, feed, water or shelter that was properly cleaned.

Nine other indictments against Jarels are for allegedly ill-treating, abandoning and depriving a canine of necessary food, drink, shelter or emergency treatment.

The alleged offenses occurred on April 23, according to the indictments.

In a separate case, Patricia Rebecca Wright was indicted for ill-treating and depriving a canine of necessary food, drink, shelter or emergency treatment; and failing to provide a companion animal, for which she was the owner, with adequate feed, water or care.

The two counts of alleged animal cruelty against Wright occurred on April 14, according to the indictments.

An indictment is not a finding of guilt. It is a determination by jurors that enough evidence exists to warrant a trial.

Other indictments returned by the grand jury:

•Denise Lasalle Benguche, fail to report a change in circumstances that affected her eligibility to receive public assistance and thereby did receive SNAP or food stamps in excess of $200 to which she was not entitled, Feb. 1, 2013; make a false sworn statement or representation, Feb. 1, 2013, April 29, 2013 and Feb. 5; by means of a willful false statement or representation, obtain public assistance or benefits in excess of $200 from the State Board of Social Services, April 29, 2013 and Feb. 6.

•Michael Dean Baker Jr., without the intent to steal but with the intent to temporarily deprive the owner, use a motor vehicle having a value in excess of $200, Dec. 11, 2013.

•Peggy Bobbitt, unlawfully obtain Oxycodone, Jan. 24.

•Adriane Beth Bryant, operate a motor vehicle under the influence of alcohol or other self-administered intoxicants after having been convicted previously on two or more occasions within the last two years, Nov. 10, 2013.

•Christopher John Carty, three counts of assault and batter family members after having been previously twice convicted of assault and batter a family or household member, Sept. 2, 2013 and Feb. 7.

•Dale Eric Chisom Jr., possess a firearm after having been previously convicted of a felony within the past 10 years, Dec. 11, 2013; possess with the intent to distribute cocaine, Dec. 11, 2013; possess Methamphetamine, Dec. 11, 2013; and possess a firearm while in possession of Methamphetamine, Dec. 11, 2013.

•Brandon Wayne Divers, with the intent to maim, disfigure, disable or kill, cause bodily injury to another person, March 18.

•Michael Lee Divers, with the intent to maim, disfigure, disable or kill, cause bodily injury to another person, March 18.

•Angela H. Dudley, possess cocaine, Oct. 11, 2013; and possess Methamphetamine, Dec. 17, 2013.

•Charlie Alfonso Espinal, with the intent to maim, disfigure, disable or kill, did cut and wound another person, April 18.

•Felicia Nicole Foster, four counts of utter a forged signature of another person on a prescription pick-up receipt, knowing that the document was forged, April 25; illegally obtain alprazolam, April 25; illegally possess alprazolam, April 25; illegally obtain hydrocodone, April 25; illegally possess hydrocodone, April 25; under false pretense, obtain property having a value less than $200 from a pharmacy, April 25.

•Michael Cameron Hill, produce or make sexually explicit visual material utilizing or having as a subject a person less than 18 years of age, Nov. 8, 2013.

•Sara Mosby Hodge, take, steal and carry away goods and chattels having a value in excess of $200, March 18.

•James Travis Jackson, fail to register with the Virginia State Police and local law enforcement as a sex offender after having been convicted previously of failing to register as a sex offender, Jan. 4.

•Danielle Patricia Johnson, break and enter the dwelling house of another person, Jan. 17; and take, steal and carry away goods and chattels having a value in excess of $200, Jan. 17.

•Bunnie Blankenship Moore, possess cocaine, Aug. 28, 2013; and operate a motor vehicle on a highway in Virginia after her driver's license had been suspended or revoked, Aug. 28, 2013.

•Teresa Lynette Oneal, operate a motor vehicle under the influence of alcohol or other self-administered intoxicants after having been convicted previously on two or more occasions within the last 10 years, Oct. 19, 2013; and drive a motor vehicle on the highways after having her privilege to do so suspended or revoked within the last 10 years, Oct. 19, 2013.

•Ronnie Wayne Perdue, draw, utter or deliver a check having a value of $200 or more, knowing at the time there were insufficient funds in the account to pay, Oct. 11, 2013.

•Robert Wayne Rakes, possess methadone, Dec. 11, 2013; possess a firearm while at the same time possessing a schedule II controlled substance, Dec. 11, 2013; possess a firearm after having been convicted of a felony more than 10 years ago, Dec. 11, 2013; possess marijuana, Dec. 11, 2013.

•Lauren Kelly Roberts, obtain a controlled substance by fraud, deceit, misrepresentation or subterfuge, Feb. 10.

•Taneia J. Sheldon, four counts of forge a Virginia Uniform Summons, Sept. 4, 2013; operate a motor vehicle on the highways without obtaining a driver's license, Sept. 4, 2013; operate a motor vehicle on the highways with an expired state registration, Sept. 4, 2013; and use the identifying information of another person to avoid a summons, arrest, prosecution or to impede a criminal investigation, Sept. 4, 2013.

•Amber Kristin Shorter, two counts of obtain a controlled substance by fraud, deceit, misrepresentation or subterfuge, between Jan. 1, 2013 and Aug. 15, 2013.

•Sue Ellen Smith, negligently cause or permit the life of a child to be endangered while having custody of said child, April 13; as a parent, guardian or person responsible for the care of a child under age 18, commit a willful act or omission in the care of such child as was so gross, wanton and culpable as to show reckless disregard of a human life, April 13; and cause an act, omission or condition which rendered a child in need of services, in need of supervision, or abused or neglected, April 13.

•Roger Lynn Songer, possess Methamphetamine, Dec. 31, 2013.

•Michael Lawrence Walters, knowing the goods to have been stolen, did receive stolen goods having a value in excess of $200, Nov. 20, 2013; and obtain money under false pretense, Nov. 20, 2013.

•Brian Lamont Witcher, without the permission of another person and with the intent to defraud, obtain a loan from a lending institution over $200 for the use a third person through the use of another's identifying information, Aug. 16, 2011.

•Bobbie Jo Wolsiefer, forge a writing to the prejudice of another's rights, Feb. 12.

•Emily Brooke Young, four counts of obtain public assistance or benefits (SNAP) in some value from the State Board of Social Services by means of a willful false statement or representation, between Nov. 1, 2011 and Oct. 31, 2013; obtain public assistance or benefits (TANF) in some value from the State Board of Social Services, Nov. 17, 2011; and three counts of obtain public assistance or benefits (Medicaid) in some value from the State Board of Social Services, between May 1, 2012 and Oct. 31, 2013.
