Two Franklin County men have been charged with producing pornographic images of a teenage boy.
Donald Wayne Ingram, 44, of Boones Mill has been charged by federal authorities with producing child pornography.
Franklin County Commonwealth's Attorney Tim Allen said he turned the case over to the federal authorities because a federal conviction carries a mandatory 15-year prison sentence.
Michael Cameron Hill, 21, of Rocky Mount is also charged with producing child pornography in connection with the case, Allen said. Hill is charged in Franklin County Juvenile and Domestic Relations Court.
An affidavit filed by federal authorities alleges that Ingram told investigators with the Franklin County Sheriff's Office that he picked up a teenage boy on U.S. 220 last fall, took care of him for a few days and later dropped the teenager off in North Carolina, Allen said.
Videos found on Ingram's cell phone allegedly show the teenager having sex with someone in a costume, Allen said.
The teenager told investigators he had consumed alcohol and pills the night the video was made, and he did not remember what happened, Allen said. The teenager said he knew nothing about the video until Ingram showed it to him the next day.
Ingram and Hill are being held in the Western Virginia Regional Jail.
