A Glade Hill man was indicted Monday on one count of manufacturing marijuana

Luther Russell Collins, 45, was arrested in January after police raided a suspected growing operation on Glade Farms Drive.

When investigators executed a search warrant at Collins' residence, they seized an estimated $500,000 worth of plants and plant material, according to Lt. Todd Maxey with the Franklin County Sheriff's Office.

A large quantity of packaged buds, 160 plants and equipment were discovered in three outbuildings near Collins' residence, Maxey said.

The estimated street value of the buds is nearly $30,000, Maxey said. The potential value of the plants is about $480,000.

An indictment is not a finding of guilt. It is a determination by jurors that enough evidence exists to warrant a trial.

Other indictments returned by the grand jury:

•Jessica Nichole Barrett, without consent or authority and with the intention of converting goods or merchandise to her use and concealing goods or merchandise, May 24.

•Richard Allen Biggs, fail to register with the Virginia State Police and local law enforcement after being convicted as a sexually violent offender, June 20.

•Heather Lynn Blankenship, with the intent to testify falsely, give testimony under oath as to any material matter or thing and subsequently give conflicting testimony under oath as to the same matter or thing, July 24.

•Joseph Callaway, make a false statement on an application for a certificate of title, May 3; attempt to obtain a certificate of title for which he is not legally entitled, May 3; and make a false affidavit or swore or affirmed falsely to any matter or thing required by the Virginia Department of Vehicles incident to administration of this title to be sworn to or affirmed, May 3.

•Josephine A. Callaway, after receiving a visible or audible signal from a law enforcement officer to stop her motor vehicle, drive the motor vehicle in a willful and wanton disregard for such signal so as to endanger a person, June 8.

•Cindy Lee Campbell, take, steal and carry away goods and chattels having a value in excess of $200, June 20.

•Jamie Lee Campbell, take, steal and carry away goods and chattels having a value in excess of $200, June 20.

•Matthew Aren Cobbler, with the intent to maim, disfigure, disable or kill, cause bodily injury to another person, May 11; and injure and destroy property having a value of less than $1,000, May 11.

•Thomas Floyd Cook, being a convicted sexually violent offender, fail to register with the Virginia State Police and local law enforcement, this being a second or subsequent offense, July 19.

• Rapheal Ladonte Craighead, possess methamphetamine, May 17.

•Carmen Marie Diaz, with the intent to defraud, sell personal property on which there is a lien for the benefit of a rental store, July 18.

•William Shaun Davis, fail to have a final inspection in violation of the Uniform Statewide Building Code, Oct. 7, 2011.

•Ernie Wesley Garragty, take, steal and drive away a motor vehicle having a value in excess of $200, Jan. 11; break and enter a dwelling house with the intent to commit larceny, July 16, 2012; and take, steal and carry away goods and chattels having a value in excess of $200, July 16, 2012.

•Pamela Hicks, fail to have a final inspection in violation of the Uniform Statewide Building Code, March 6.

•Richard W. Hicks, fail to have a final inspection in violation of the Uniform Statewide Building Code, March 6.

• Bobby Joe Hood, forge a Virginia Uniforms Summons, March 25.

•Stephen Keith Hudson, operate a motor vehicle on the highway after having been determined to be a habitual offender after having previously committed the offense of driving on the highway after having been determined to be an habitual offender, April 26; and drive a motor vehicle while having a blood alcohol content of .20 percent or more by weight by volume after committing this offense within less than five years after having committed one prior violation, April 26.

•Patricia Faye Hutchins, being a convicted sexually violent offender, fail to register with the Virginia State Police and local law enforcement, this being a second or subsequent offence, June 7.

•Thomas Errit Jones II, with intent to defraud, forge a contract to perform construction by assuming a false name, June 22; with intent to defraud, utter a forged contract to perform construction by assuming a false name, June 22; and with the intent to defraud, obtain money under false pretense having a value less than $200, June 22.

•Amber S. Lockhart, fail to have a final inspection in violation of the Uniform Statewide Building Code, Oct. 2, 2011.

•Fernando Luna, nine charges ranging from make a false statement on an application for a certificate of title to uttering a forged rental agreement, June 5.

•Carolyn Ann Mays, with the intent to defraud, obtain money under false pretense having a value in excess of $200, May 17; and with the intent to defraud, sell personal property on which there is a lien for the benefit of a rental store, May 17.

•Justin Phillip Neice, take, steal and carry away a wallet, driver's license, U.S. Currency and a cellular telephone of another person having a value in excess of $200, July 7; two charges of take, obtain or withhold a credit card of another person without that person's consent, July 7; two charges of attempting to use for the purpose of obtaining money, goods or services a credit card obtained or retained illegally with said goods and services having a value in excess of $200, July 7; two charges of attempting to use for the purpose of obtaining money, goods or services a credit card obtained or retained illegally with said goods and services having a value of less than $200, July 7; and two charges of receiving goods and services illegally with the goods and services having a value less than $200, July 7.

•Cecilia Wilson Petefish, possess methamphetamine, March 18; possess controlled paraphernalia or other instrument or implement adapted for the administration of controlled dangerous substances, March 18; and drive or operate a motor vehicle while having a blood alcohol concentration of 0.08 percent or more by weight by volume or 0.08 grams or more by breath or while under the influence of alcohol or while under the influence of narcotic drug or other self-administered intoxicant, which impaired the accused's ability to operate a motor vehicle safely, March 18.

•Derek Hamlin Quackenbush, take, steal and carry away goods and chattels having a value in excess of $200, June 20.

•Cory Justin Reynolds, posses heroin, May 9; and posses a firearm after having been convicted of a non-violent felony within the last 10 years, May 9.

•John Michael Smarz, two counts of assault and battery, Feb. 3; damage household items belonging to another and valued at less than $1,000, Feb. 3; and breaking and entering the dwelling of another with the intent to commit assault and battery, Feb. 3.

•Derrick David Smarz, two counts of assault and battery, Feb. 3; damage household items belonging to another and valued at less than $1,000, Feb. 3; and breaking and entering the dwelling of another with the intent to commit assault and battery, Feb. 3.

•Cheryl A. Stephens, swear falsely to or affirm any matter or thing required by state law or the Commissioner incidental to the state law provision to be sworn to or affirmed, Jan. 20, 2011; 14 counts, ranging from obtaining public assistance or benefits in excess of $200 from the State Board of Social Services by means of a willful false statement or representation to failing to report a change in circumstances that affected her eligibility to receive public assistance and thereby did receive food stamps in excess of $200 to which she was not entitled, between June 20, 2011, and Jan. 1, 2013.

•Guillermo Tejeda, seven charges ranging from utter a forged social security card and make a false affidavit to attempt to obtain a certificate of title from the Virginia Department of Motor Vehicles having not satisfied all legal and procedural requirements for said title nor being legally entitled thereto, July 3.

•Michael Paul Thomas, with intent to main, disfigure, disable or kill, did cut and wound another person, March 19; and assault and batter another person, a family or household member, March 19.
